Ex-gerente do Ibama nega denúncias de corrupção – Alagoas 24 Horas: Líder em Notícias On-line de Alagoas
O ex-gerente do Instituto Brasileiro do Meio Ambiente e dos Recursos Naturais Renováveis (Ibama) no Mato Grosso Hugo Werle, preso pela Polícia Federal na Operação Curupira, garantiu nesta terça-feira aos parlamentares da Comissão Parlamentar de Inquérito (CPI) da Biopirataria que não participou de esquemas de corrupção. Werle negou as acusações de enriquecimento ilícito e explicou que seu patrimônio é compatível com a renda de R$ 3 mil do salário do Ibama; R$ 4,8 mil de uma gratificação federal; R$ 4 mil que recebe como professor da Universidade Federal do Mato Grosso; e mais outras rendas provenientes de aluguéis.

Werle negou as acusações de enriquecimento ilícito e explicou que seu patrimônio é compatível com a renda de R$ 3 mil do salário do Ibama; R$ 4,8 mil de uma gratificação federal; R$ 4 mil que recebe como professor da Universidade Federal do Mato Grosso; e mais outras rendas provenientes de aluguéis. O ex-gerente, que chegou algemado e escoltado pela Polícia Federal, admitiu ter doado R$ 5 mil para a última campanha eleitoral do PT. Ele, porém, garantiu que a operação foi declarada à Receita Federal e atribuiu sua prisão à "postura crítica" que teria assumido em relação às políticas de desmatamento. Em seu depoimento, Werle, que assumiu a gerência do Ibama em abril de 2003, classificou como "inepta" a atual administração do instituto. Ele disse que o conselho gestor do órgão reúne-se até seis vezes por semana, mas não consegue tomar nenhuma decisão. Hugo Werle teve a prisão preventiva decretada em inquérito aberto pela Polícia Federal por formação de quadrilha e corrupção passiva.
Envolvimento com madeireiras No depoimento anterior, o procurador da República no Mato Grosso Mário Lúcio Avelar disse não ter dúvidas do envolvimento do ex-gerente e acusou Werle de ter participado do esquema de corrupção entre o órgão ambiental e as madeireiras do Mato Grosso. "Não tenho dúvidas de que Werle participou do esquema de corrupção. Há indícios de enriquecimento ilícito." Sobre o ex-diretor de Florestas Antonio Carlos Hummel, preso no início do mês pela Polícia Federal também na Operação Curupira, Avelar disse não ter certeza de envolvimento do ex-diretor com a exploração ilegal de madeira no estado. "Não posso afirmar que Hummel esteja vinculado às quadrilhas, mas há um descontrole intenso no departamento de florestas do Ibama", assegurou.
Articulação nacional O procurador denunciou que havia uma articulação nacional para o comércio ilegal de madeira em larga escala. Essa rede falsificava, adulterava, furtava ou roubava Autorizações para Transporte de Produtos Florestais (ATPFs) para justificar esse comércio pelo País. Avelar informou ainda que a madeira ilegal era extraída em área indígena. Os madeireiros corrompiam as lideranças indígenas, oferecendo carros, por exemplo, em troca de madeira. Para o procurador, não basta controlar a situação no Mato Grosso, porque a corrupção continua em outros estados vizinhos e o sistema se reestabelece criando alternativas. Avelar sugeriu, então, uma mudança profunda na estrutura de controle do Ibama Questionado pelo deputado Fernando Gabeira (PV-RJ), que é integrante da CPI, Avelar afirmou que a Operação Curupira teve início a partir da notícia de desmatamento recorde da Amazônia. Sobre o grupo interministerial criado para implementar o plano de prevenção de desmatamento da região, o procurador disse que "não saiu do papel".
Governo inoperante Para Gabeira, o depoimento de Avelar mostrou a gravidade da situação. "Ele nos deu uma visão detalhada do problema do desmatamento, sobretudo no Mato Grosso. Referiu-se a outros estados e mostrou que o governo tem sido inoperante nessa área e, em muitos casos, cúmplice. Portanto, temos de analisar a situação no conjunto, analisar melhor os fatos, e produzir uma sugestão que possa revolucionar o trabalho do governo naquela área", concluiu o parlamentar.
